Government Notifies Integrated Waqf Management Rules, 2025 to Empower and Regulate Waqf Properties

In a significant move towards reforming the management and regulation of Waqf properties, the Indian government has notified the “Integrated Waqf Management, Empowerment, Efficiency, and Development Rules, 2025” under the Waqf (Amendment) Act. This new set of rules introduces a comprehensive framework for managing Waqf assets, which includes the creation of an online portal and database for property management, auditing, and maintenance of accounts. These changes are set to streamline the process of tracking and updating Waqf properties, ensuring greater transparency and accountability.

Key Provisions of the Integrated Waqf Management Rules, 2025

The rules, once implemented, will require the uploading and updating of Waqf properties on the designated portal and database. This will allow for an automated system where each Waqf property will be assigned a unique identification number (UID), which will facilitate tracking and monitoring of these assets across various sectors. This initiative aims to bring more efficiency and organization to the management of Waqf properties across the country.

The Ministry of Minority Affairs will be responsible for overseeing the operational control of the portal and database, ensuring the smooth functioning of the new system. The portal will allow Waqf authorities and Mutawallis (property managers) to register their properties by using a mobile number and email ID, further enhancing the transparency and accountability of the process.

Automated UID Generation and Tracking System

One of the key features of the newly notified rules is the creation of a unique identification number (UID) for each Waqf property. This number will be generated automatically by the portal and will play a crucial role in the future tracking and monitoring of these assets. Role of Mutawallis and Government Oversight

Under the new system, Mutawallis, the appointed caretakers of Waqf properties, will be required to register properties using their mobile numbers and email addresses. This will make the entire process more accessible and transparent.

In cases where complaints are filed about properties being wrongly declared as Waqf, the rules specify that the designated government official must complete the investigation within a year of receiving a reference from the district collector. This timeline is designed to ensure that issues are resolved in a timely manner, preventing delays in the legal process and addressing grievances quickly.

Waqf (Amendment) Act 2025: The Legislative Background

The Waqf (Amendment) Act 2025 was passed by the Indian Parliament in April, marking a major step towards modernizing the management of Waqf properties in India. Appointment of Nodal Officers for Waqf and Property Management

In line with the new rules, state governments will be required to appoint a Joint Secretary-level officer as the Nodal Officer in each state. The Nodal Officers will work closely with the centralized support unit to ensure smooth functioning and compliance with the national framework for Waqf management.
