The total budget size is anticipated to be around ₹3.15 lakh crore, a notable increase from last year’s ₹2.78 lakh crore. With elections on the horizon, this budget is expected to focus on public welfare schemes, infrastructure development, and job creation.

Key Highlights of Bihar Budget 2025-26

  • Budget size may be around ₹3.15 lakh crore.

Government’s Commitment to Welfare and Development

Bihar Chief Minister Nitish Kumar has consistently emphasized inclusive development. His Pragati Yatra has highlighted the state’s focus on employment generation, infrastructure, and rural upliftment.

Keeping this in mind, the budget is expected to introduce new schemes for youth employment, education, healthcare, and social security. The state government is likely to increase allocations for job creation, women’s empowerment, and agricultural development.

Massive Boost to Employment and Job Creation

One of the biggest expectations from this budget is employment generation. The Bihar government has already expanded its target of 10 lakh government jobs to 12 lakh. Additionally, 34 lakh youth are expected to become self-reliant through various skill development programs.

So far, 9 lakh government jobs have been provided, and the government plans to recruit 80,000 more employees across departments, including education and healthcare.

The budget is likely to allocate an additional ₹12,000 crore annually to cover the salaries of new government employees.

Infrastructure and Rural Development to Get a Push

With several new road and bridge projects announced during the CM’s Pragati Yatra, major funding will be directed toward rural infrastructure development.

  • Increased allocation for road construction and rural connectivity projects.
  • Boost to Bihar’s road transport system under the Central Government’s Udaan Scheme.
  • Plans for 24×7 operational helipads in every district to improve connectivity.

The Panchayati Raj and Rural Works Department are also likely to receive a higher budget to facilitate rapid infrastructure growth in villages and small towns.

  • New employment opportunities for women in government and private sectors.
  • Special financial aid for women from SC/ST communities.
  • Increased pension and security benefits for widows and elderly women.

The government is expected to launch new schemes for women’s skill development and support female entrepreneurs by providing low-interest loans and financial grants.

Agriculture and Farmers’ Welfare: Key Focus Areas

Agriculture is the backbone of Bihar’s economy, and this year’s budget is likely to bring big announcements for farmers.

  • Tax exemptions for agriculture-based businesses.
  • Subsidies for fertilizers, irrigation, and farm equipment.
  • Guaranteed uninterrupted supply of cheap electricity to farmers.
  • Expansion of cold storage and warehouse facilities.
  • Loans and financial assistance for small and marginal farmers.

The state is also expected to introduce new policies for organic farming and agriculture modernization.

Business and Trade: Simplifying Investment Processes

The Bihar government is expected to introduce investment-friendly policies to attract businesses and entrepreneurs.

  • Single-window clearance system for businesses.
  • Tax benefits for new startups and MSMEs.
  • Boost to local industries and handicrafts.
  • Incentives for IT and service-based industries.

By simplifying business registration processes and offering financial incentives, Bihar aims to become a business-friendly state.

  • Increase in pension for elderly, disabled, and widows.
  • Financial aid for 94 lakh poor families under various schemes.
