JoSAA Counselling 2025: New Rule Ensures Admission for All Students

KKN Gurugram Desk | The Joint Seat Allocation Authority (JoSAA) has introduced a student-friendly reform in its 2025 counselling process for admissions into IITs, NITs, IIITs, IISc, and other centrally funded technical institutions (CFTIs). The newly announced policy ensures that all students with the same rank will get admission into their preferred branch, thanks to the introduction of supernumerary (additional) seats.

This reform comes as a big relief to thousands of aspirants of JEE Advanced 2025 and JEE Main 2025, especially those worried about tie cases, where multiple candidates secure the same rank in the merit list.

Understanding the Tie-Breaking Reform: What’s New in JoSAA Counselling 2025?

Earlier, when two or more students shared the same rank, only one would be granted admission to a specific branch at a particular institute, while others were forced to opt for alternative branches or institutions due to limited seats.

Under the new JoSAA rule for 2025, if multiple candidates with the same rank choose the same program at the same institute, supernumerary seats will be created to accommodate all of them.

 What Are Supernumerary Seats?

Supernumerary seats are extra seats created beyond the existing seat matrix, solely to accommodate meritorious students in tie situations. These seats:

  • Do not reduce or affect reserved category quotas (SC, ST, OBC, EWS)

  • Are temporarily added, only in tie-rank scenarios

  • Ensure equal opportunity without displacing other eligible students

Example to Understand the Policy Better

Let’s assume:

  • IIT Bombay’s Computer Science branch has 40 seats

  • 55 students secure the same JEE Advanced rank

  • All 55 opt for the same program at IIT Bombay

Result: Under the new JoSAA policy, 15 supernumerary seats will be created (40 existing + 15 additional), ensuring all 55 students receive admission to their preferred branch, without reshuffling anyone to another stream.

This policy is equally applicable to JEE Main 2025 candidates seeking admission to NITs, IIITs, and other CFTIs.

Institutes Covered Under the New Rule

This policy has been made applicable across 128 premier technical institutes, including:

  • All 23 IITs (Indian Institutes of Technology)

  • IISc Bengaluru

  • 32 NITs (National Institutes of Technology)

  • 25 IIITs (Indian Institutes of Information Technology)

  • 48 Other Government-Funded Technical Institutes (GFTIs)

It covers admissions to the following programs:

  • B.Tech (Bachelor of Technology)

  • B.E. (Bachelor of Engineering)

  • B.Arch (Bachelor of Architecture)

  • B.Plan (Bachelor of Planning)

No Impact on Reserved Category Quotas

One of the key assurances in this policy change is that the creation of supernumerary seats will not disturb the existing seat allocations for reserved categories. This means:

  • SC, ST, OBC, EWS, and PwD students will continue to get their rightful seat allocations

  • General category students will also benefit without encroaching upon reservation

This addresses a long-standing concern about fairness in resource distribution and ensures inclusivity while maintaining merit-based access.

JoSAA 2025: Total Number of Seats Increased

As per the official data, the total number of seats available for engineering admissions in 2025 has been increased to 62,853, compared to 59,937 seats in 2024 — a jump of 2,916 seats.
