Muzaffarpur Police Scandal: 13 Officers Face Dismissal Over Alleged Links With Sand and Liquor Mafia

KKN Gurugram Desk | In a significant crackdown on corruption within the police force, 13 police personnel in Muzaffarpur, including two sub-inspectors and four chowkidars, are facing imminent dismissal. The officers are accused of maintaining illegal links with sand and liquor mafias and have allegedly absconded from duty despite repeated notices and warnings.

This disciplinary action, spearheaded by Senior Superintendent of Police (SSP) Sushil Kumar, follows a directive from DIG Chandan Kumar Kushwaha of Tirhut Range, demanding immediate action against personnel evading duty and involved in criminal collusion.

The Allegations: Collusion With Sand and Liquor Mafia

The crackdown comes in the wake of ongoing investigations into sand smuggling operations and illegal liquor trade in the Muzaffarpur region. It was revealed that certain officers, including two sub-inspectors, were either actively involved or intentionally negligent, enabling the growth of criminal syndicates.

Key Offenses Include:

  • Harboring or shielding sand mafia operations

  • Collaboration with bootleggers and illegal alcohol distributors

  • Absenteeism and deliberate dereliction of duty

  • Non-responsiveness to departmental notices

A total of nine police officers have been suspended, pending dismissal:

These officers had been absent from duty for extended periods, and despite official notices and repeated calls, they failed to report back. As a result, the SSP ordered immediate suspension, with further departmental inquiry and dismissal proceedings now in motion.

 Absconding After Notice: A Serious Offense

The SSP stated clearly that absconding after receiving formal notice constitutes a gross violation of service conduct. The suspended officers have not only ignored their responsibilities but have also contributed to the disruption of ongoing investigations and case progress.

“Their continuous absence is impacting casework and daily operations. We are preparing for final dismissal,” SSP Sushil Kumar told KKNLive.

DIG’s Directive: Immediate Action Against Corrupt Officers

In April, DIG Chandan Kumar Kushwaha had ordered all District Superintendents of Police (SPs) and Senior Superintendents (SSPs) in Tirhut Range to take strict action against police personnel evading duty or suspected of illegal activities.

This led to a department-wide audit, during which the absconding of the nine Muzaffarpur officers was officially recorded, triggering the current action.

 Departmental Action Details: From Suspension to Termination

The following disciplinary steps are being undertaken:

  1. Initial Notice Issued: Officers were formally summoned to return to duty

  2. Failure to Respond: None complied with the directives

  3. Suspension Ordered: Immediate relief from active duty initiated

  4. Inquiry Underway: Internal team gathering evidence and case history

  5. Dismissal Process: Final stage of termination from police service imminent

 Saraiya Police Station Chowkidars Also Under Scanner

In addition to the nine police personnel, four chowkidars posted at Saraiya police station have also been suspended on serious charges of colluding with liquor mafia and failing in intelligence gathering duties.

  • Ranjit Kumar

  • Sunil Kumar

  • Rajkishore Kumar

  • Mahendra Rai

These personnel were found to be actively collaborating with known liquor smugglers. During an unannounced inspection of Saraiya police station last month, SSP Sushil Kumar uncovered multiple operational irregularities, including their direct association with local crime elements.

 Evidence Against Chowkidars: Solid Proof Found

The internal investigation revealed:

  • Call logs and financial links to liquor racketeers

  • Negligence in reporting crucial movements

  • Failure to maintain community surveillance and intelligence gathering

All four have been suspended and placed on subsistence allowance, a form of basic pay during disciplinary proceedings. Termination orders are likely soon, given the solid nature of the evidence.

Implications for the Department and Law Enforcement

This action marks a significant move towards accountability in Bihar’s law enforcement system. It sends a strong message that:

  • Corruption will not be tolerated
