Muzaffarpur to Get Six-Lane Highway:  Chandni Chowk–Bhagwanpur Route

KKN Gurugram Desk | The long-standing traffic congestion problem on the Chandni Chowk–Bhagwanpur highway in Muzaffarpur, Bihar, may finally see a solution. The process to upgrade the existing four-lane highway to a six-lane road has officially begun. With a total estimated cost of ₹41.08 crore, this road development project aims to improve traffic flow, eliminate encroachments, and ensure smoother urban mobility for residents and transporters alike.

 Why the Chandni Chowk–Bhagwanpur Six-Lane Project Matters

The Chandni Chowk–Bhagwanpur stretch of the National Highway (NH) currently operates as a four-lane road. However, due to heavy vehicular traffic, especially during peak hours, the route suffers from frequent traffic jams, causing delays and inconvenience for daily commuters, emergency services, and commercial vehicles.

Recognizing this growing problem, the state cabinet recently approved the administrative clearance to convert this crucial highway segment into a six-lane road. The move is expected to significantly improve traffic efficiency across Muzaffarpur and surrounding areas.

Construction Tender Opened: Three Agencies Competing

The tendering process officially began this week at the Bridge Construction Corporation Limited (BCCL) office in Patna. According to project officials, three construction firms have submitted bids:

  • Mateshwari Construction

  • Saad Infra Pvt. Ltd.

  • Bhardwaj Construction

All three are Bihar-based construction agencies with prior experience in executing road, bridge, and rural infrastructure projects under state government departments, including the Road Construction Department (RCD) and Rural Works Department.

 Technical Bid Evaluation Underway

Er. Ruby Rani, Senior Project Engineer at the Bridge Construction Corporation, confirmed that the technical bid evaluation process is ongoing. All submitted documents from participating agencies are currently being reviewed.

“We have opened the technical bids, and evaluation is in progress. Within the next couple of days, we will finalize the eligible agency,” said Er. Rani.

Once technical evaluation is complete, the next step will be to open the financial bids, where the agency quoting the lowest cost will likely be awarded the contract.

 Project Cost: ₹41.08 Crore

The total estimated cost for the Chandni Chowk–Bhagwanpur six-lane expansion project is ₹41.08 crore. The funding will cover:

  • Road widening and paving

  • Drainage system improvements

  • Service lane integration

  • Removal of encroachments

  • Road markings and signage

  • Infrastructure safety standards

Encroachments to Be Cleared from Service Lanes

One of the key challenges on the current four-lane highway has been rampant encroachment along the service lanes, particularly between Majhouliya and Chandni Chowk. Garage owners and commercial transport operators routinely park buses and heavy vehicles on the roadside, reducing road width and contributing to congestion.

The six-lane upgrade will include encroachment removal along both sides of the service lane. This move will not only free up space but also improve pedestrian and two-wheeler safety, which has been compromised in recent years.

 Future Maintenance to Be Handled by Road Construction Department

Currently managed under a different jurisdiction, the highway will be transferred under the authority of the Road Construction Department (RCD), Bihar. This change ensures:

  • Centralized accountability

  • Better maintenance infrastructure

  • Dedicated budget allocation

  • Faster repair turnaround times

Officials have stated that the process of administrative transfer is already in motion.

 What Local Authorities Are Saying

District officials have welcomed the six-lane project, calling it a “critical urban infrastructure upgrade.”

“This project is long overdue. The local population and daily commuters will see real-time benefits once it’s operational,” said a senior district transport officer.

“With this widening project, Muzaffarpur will also be better connected to upcoming regional transport corridors,” said a city planner involved in the project design.

Though the bidding process is still underway, here’s what the estimated project timeline may look like:
