KKN Gurugram Desk | In a significant update for teachers across Bihar, the Department has allowed the withdrawal of voluntary transfer requests via the e-Shiksha Kosh Portal. This move will directly benefit over 1.90 lakh teachers who had previously applied for optional .

Starting today, teachers who are unhappy with their assigned transfer school or prefer to stay in their current post can officially withdraw their transfer request using their unique ID and password on the portal.

This decision brings flexibility, digital convenience, and policy transparency to the long-standing teacher transfer process in Bihar.

Key Highlights

  • 1.90 lakh teachers had applied for voluntary transfers in 2025

  • Out of these, 1.30 lakh teachers were granted transfers

  • From June 3, 2025, the e-Shiksha Kosh Portal opens for withdrawal of requests

  • Teachers can stay in their existing school by withdrawing the application

  • Transfer letters will begin issuing from June 20, 2025

  • No need to visit DEO (District Education Office) – the entire process is digitally enabled

What Is the e-Shiksha Kosh Portal?

The e-Shiksha Kosh Portal is a centralized online platform launched by Bihar’s Education Department for managing:

  • Teacher transfers and postings

  • School-level data entry and updates

  • Notifications and circulars

  • Application tracking and withdrawal

This portal streamlines all communication between the department and teaching staff, reducing dependency on manual paperwork or district visits.

Why This Update Matters

The optional (voluntary) transfer process, initiated to accommodate teachers’ preferences, saw an overwhelming response. However, many educators later realized they were dissatisfied with their newly allotted schools, or their circumstances changed, requiring them to stay in their current location.

Now, with this withdrawal window:

  • Teachers get another chance to reassess their posting

  • Others waiting for a better school can benefit from freed-up vacancies

  • The process remains transparent and policy-driven

Who Can Withdraw Their Transfer Application?

The withdrawal facility is open to:

  • Teachers who applied for transfer but are now reluctant to move

  • Teachers dissatisfied with the school allotted to them

  • Those who want to remain in their present school due to personal or professional reasons

Note: The process is voluntary and applies only to those who submitted a transfer request earlier.

How to Withdraw the Transfer Application

Here’s a step-by-step guide:

  1. Visit the e-Shiksha Kosh Portal (URL to be added as per the official platform)

  2. Log in using your unique teacher ID and password

  3. Navigate to the “My Transfer Application” section

  4. Click on “Withdraw Application”

  5. Confirm your withdrawal – an acknowledgment message will be displayed

  6. Keep a digital or printed receipt for future reference

When Will Transfer Letters Be Issued?

According to Dr. S. Siddharth, Additional Chief Secretary (ACS), Education Department:

“From June 20, 2025, those who have not withdrawn their transfer applications will start receiving their new school posting letters. All details will be available on the e-Shiksha Kosh app.”

Teachers can also check their assigned new school on the portal, eliminating the need to visit District Education Offices.

How Does This Benefit the Overall Transfer Ecosystem?

This withdrawal option offers administrative balance and fairness, especially in a system as vast as Bihar’s, which includes lakhs of school teachers. Here’s how:

  • Optimizes vacancy management: Teachers who withdraw free up spots for others

  • Reduces mismatched postings: Increases satisfaction among transferred teachers

  • Encourages digital governance: Empowers teachers to manage their profile and choices online

  • Decreases district office crowding: Reduces in-person follow-ups and administrative overload

What Teachers Are Saying

Educators across Bihar have welcomed this initiative:

 Ritu Kumari, Teacher, Nalanda District:

“I had applied for transfer, but the assigned school was too far for my daily commute. This withdrawal option came just in time.”

 Sunil Yadav, Teacher, Muzaffarpur:

“Digital systems like this should be the norm. It’s good to see Bihar education modernizing.”

Challenges Ahead for Implementation

While the move is progressive, a few challenges remain:

  • Digital literacy barriers among rural teachers

  • Server load or technical issues during high traffic

  • Delays in finalizing transfer rosters if too many applications are withdrawn

The Education Department is reportedly gearing up IT support teams to handle these concerns efficiently.

What Next After Withdrawal?

Once a teacher withdraws their application:

  • They will continue working in their current school

  • Their details will be updated automatically in the system

  • They won’t be eligible for the current round of transfer postings

They may apply again in the next cycle, if allowed.

The Broader Vision: Digitizing Bihar’s School Administration

This teacher transfer update is part of Bihar Education Department’s larger agenda to:

  • Digitize school management systems

  • Ensure teacher satisfaction and retention

  • Improve student-teacher ratios

  • Enable data-driven policymaking for future reforms

The ‘s decision to reopen the e-Shiksha Kosh portal for withdrawal of teacher transfer applications reflects a more flexible, responsive, and tech-enabled approach to educational governance.

It not only respects the personal preferences of over 1.30 lakh teachers, but also sets a precedent for citizen-first digital governance. As teacher satisfaction increases, it is expected to positively impact the quality of education in state-run schools, especially in underserved areas.
