Bihar Police to Auction Vehicles Seized in Liquor Smuggling Cases

Published on

KKN Gurugram Desk | In a decisive step to enforce Bihar’s ongoing liquor prohibition policy, the state government has announced the public auction of vehicles seized during liquor smuggling operations. According to official notifications, the auction will take place under the supervision of the Excise Department and District Administration of Sheikhpura, involving a total of 16 confiscated vehicles, including motorcycles, cars, vans, and auto-rickshaws.

The move aims not only to dispose of impounded assets but also to serve as a deterrent against those violating the state’s liquor ban laws.

Liquor Ban in Bihar: A Brief Background

Bihar enforced total prohibition in April 2016 under the Bihar Prohibition and Excise Act. Since then, the state has taken a strict stance against the manufacture, transportation, storage, and sale of alcoholic beverages.

Over the years, authorities have seized thousands of vehicles involved in illegal liquor smuggling operations. The auctioning of such vehicles has now become a structured legal procedure designed to recover losses and strengthen enforcement.

Vehicle Auction Date Set for July 11, 2025

According to the Sheikhpura District Administration, the auction of vehicles confiscated under prohibition violations will be held on July 11, 2025. The official list includes two-wheelers, four-wheelers, and passenger vehicles involved in smuggling incidents.

Key Highlights:

  • Total Vehicles Listed for Auction: 16

  • Vehicle Types: Motorcycles, cars, vans, auto-rickshaws

  • Auction Venue: Excise Department Office, Station Road, Sheikhpura

  • Official Notification: Published on the District Administration’s official website

The notice provides comprehensive details, including the type of vehicle, owner’s name, estimated base price, and procedural requirements for participation.

Advance Payment & Service Fee: Auction Participation Rules

To participate in the auction, interested bidders must adhere to the following financial requirements:

  1. Advance Deposit:

    • 20% of the vehicle’s assessed value must be deposited in advance.

    • The amount must be paid at the time of registration for the auction.

  2. Service Charge:

    • A 3% service charge is applicable.

    • This must also be paid via bank draft in favor of the designated authority.

  3. Submission Deadline for Advance Deposit:

    • Participants must submit their advance deposit by July 9, 2025, if they wish to take part in the open bidding process.

  4. Auction Payment Method:

    • All financial transactions, including final payments, will be processed through bank drafts only.

Open Bidding Round Scheduled for July 14, 2025

In case some vehicles remain unsold on July 11, a second round of auction will be held via open sealed bids on July 14, 2025. The process ensures transparency and wider public participation.

Interested individuals must:

  • Submit sealed bids prior to the deadline.

  • Attach proof of advance deposit with their bid submission.

  • Deliver sealed bids to the Excise Department Office, Sheikhpura.

This dual-round auction process has been implemented to maximize disposal efficiency and public involvement.

 Owner Rights & Penalty Clause

While these vehicles are currently scheduled for auction, there remains a legal provision for original vehicle owners to reclaim their property before the auction—provided they pay the prescribed penalty under the Excise Department’s standard operating procedures.

If the rightful owner deposits the specified fine amount before the auction date, the vehicle will be released in their favor, and its auction will be withdrawn.

This ensures due legal opportunity is provided while still allowing the state to proceed with property confiscation when necessary.

Legal Status of the Vehicles: Declared State Property

As per official sources, vehicles involved in liquor smuggling cases are processed under a legal forfeiture clause. Once due procedure is followed, these vehicles are declared as state property (raj-sat) and become eligible for public auction.

Authorities have confirmed that all 16 vehicles listed for this auction have undergone this legal conversion, clearing the way for rightful sale under public auction laws.

Why This Auction Matters for Bihar’s Prohibition Policy

The auction represents a broader push by the Bihar government to:

  • Reinforce accountability in prohibition enforcement

  • Recover state losses due to illegal smuggling operations

  • Send a strong deterrent signal to offenders

  • Maintain transparency in public asset disposal

Public auctions also discourage repeat offenses and reduce the storage burden on government facilities housing confiscated assets.

How to Participate in the Auction: Step-by-Step

  1. Visit the Official District Website

    • Access the full vehicle list, registration forms, and payment instructions.

  2. Deposit Advance & Service Fee

    • Pay 20% of vehicle price + 3% service charge via bank draft.

  3. Submit Bidding Documents

    • For sealed bids (July 14 round), prepare and submit before the deadline.

  4. Attend Auction in Person (Optional)

    • Be present at the Excise Office on July 11 for the open auction round.

 Public Awareness Campaigns Strengthened

Alongside the auction, Bihar Police and the Excise Department are also focusing on public awareness efforts. These include:

  • Educating citizens about the legal implications of liquor smuggling

  • Highlighting consequences such as vehicle seizure and auction

  • Promoting community cooperation in reporting smuggling activities

With the upcoming July 2025 vehicle auction, Bihar is showcasing its firm commitment to zero-tolerance against alcohol smuggling under its prohibition law. The transparent, procedural auction backed by digital disclosures is expected to become a model for other districts across the state.

Citizens interested in purchasing vehicles at competitive rates—and supporting lawful governance—can take this opportunity to participate.
