Bihar CM Nitish Kumar Sets Target to Provide 1 Crore Jobs by 2030; Announces Karpoori Thakur Skill University

Ahead of the Bihar Assembly Elections 2025, Chief Minister Nitish Kumar has made a major announcement. The Bihar government aims to provide 1 crore employment opportunities between 2025 and 2030. This includes both government jobs and self-employment avenues for the youth.

In addition, CM Nitish Kumar has announced the establishment of a Skill University named after socialist leader Karpoori Thakur. The university will focus on upskilling youth and enhancing employability in the state.

These announcements come at a politically crucial time and are being seen as a key part of Nitish Kumar’s pre-election strategy.

Nitish Kumar’s Official Statement on Job Creation

On his official social media handle (X), the Chief Minister stated:

“Our goal has always been to ensure that the youth of Bihar receive maximum employment opportunities. From 2005 to 2020, over 8 lakh youth received government jobs in Bihar.”

He further wrote, “In 2020, under the Good Governance Agenda – Saat Nischay-2, we pledged to provide 10 lakh government jobs and 10 lakh employment opportunities.”

This vision was later scaled up to 50 lakh employment opportunities by August 2025. The revised target included:

  • 12 lakh government jobs

  • 38 lakh self-employment and private sector jobs

Progress Report: 10 Lakh Government Jobs Already Delivered

CM Nitish Kumar proudly shared the current progress:

  • 10 lakh government jobs have already been provided

  • 39 lakh individuals have been offered employment in various sectors

This takes the total to 49 lakh, and the goal of 50 lakh employment is nearly achieved. The remaining target is expected to be fulfilled in the coming months.

The government claims that it is on track to successfully complete the employment target by August 2025.

What Is Saat Nischay 2?

The Saat Nischay Yojana Part 2 (Seven Resolutions Part 2) was introduced as a continuation of the state’s good governance vision. It was launched post the 2020 Assembly elections and included focus areas like:

  • Youth empowerment

  • Skill development

  • Infrastructure upgrades

  • Better water, electricity, and connectivity

Job creation became the centerpiece of the initiative, with significant emphasis on government recruitment and youth entrepreneurship.

1 Crore Job Target for 2025–2030

The new employment roadmap aims to double down on opportunities over the next five years. The Bihar government has committed to generating 1 crore jobs from 2025 to 2030.

The vision includes:

  • Large-scale government recruitment across departments

  • Expansion of MSME and self-employment schemes

  • New industrial projects to boost private sector jobs

  • Digital and technical skill development initiatives

This is being seen as a direct appeal to Bihar’s youth, who form a significant portion of the electorate.

Karpoori Thakur Skill University – A Key Initiative

Nitish Kumar also announced the establishment of a dedicated skill university in Bihar. Named after the iconic leader Karpoori Thakur, the institution aims to:

  • Offer advanced skill-based courses

  • Partner with industries for job-ready training

  • Focus on sectors like IT, healthcare, construction, and manufacturing

  • Provide hands-on training for competitive employment

The university will be a centre of excellence for vocational education and will support the state’s vision for a skilled and self-reliant Bihar.

Political Implications Ahead of 2025 Elections

The announcement has major political significance. With Assembly elections due in late 2025, the 1 crore job promise gives Nitish Kumar’s government a fresh talking point.

In previous elections, unemployment was one of the top issues raised by the opposition. This move is expected to:

  • Regain public trust among youth

  • Counter critics targeting joblessness

  • Showcase governance performance

It is also likely to put pressure on rival parties to present their employment plans with more clarity.

Youth Employment in Bihar – The Real Picture

Over the years, Bihar has struggled with:

  • High unemployment rates

  • Large-scale migration for jobs

  • Lack of industrial infrastructure

However, recent efforts show some measurable improvement:

  • New job postings in state departments

  • Expansion of Bihar Public Service Commission recruitments

  • Boost in contract and health sector jobs

  • Growth in skill training centers

Government data shows over 7 crore job applications have been received since 2020 for various posts. This reflects the massive demand for employment in the state.

Challenges in Achieving the 1 Crore Job Vision

While the goal is ambitious, several challenges remain:

  1. Infrastructure Bottlenecks:
Industrial growth in Bihar is still slow compared to other states.

  2. Migration Pressure:
Millions of youths migrate to Delhi, Maharashtra, and Gujarat for jobs.

  3. Private Sector Limitations:
    Bihar’s private sector remains underdeveloped.

  4. Skill Mismatch:
Lack of alignment between job market needs and educational outputs.

To meet the target, the government will need to:

  • Attract private investment

  • Improve digital literacy

  • Strengthen ITIs and vocational centers

  • Ensure transparency in recruitments

Bihar Job Schemes in Focus

Several job-centric schemes are already in place:

  • Kushal Yuva Program – Skill training for youth

  • Startup Bihar – Promoting entrepreneurship

  • Student Credit Card Scheme – Financial aid for education and training

  • Recruitment drives in education, police, and health sectors

These initiatives will now be expanded and integrated into the new employment mission.

Reactions from the Public and Experts

Many youths have welcomed the announcement but are seeking clear implementation timelines. Others remain cautious due to delays in past recruitments.

Experts believe that:

  • The 1 crore jobs plan needs a transparent execution strategy

  • Partnerships with industries and digital platforms are essential

  • Monitoring job data regularly is critical for accountability

Civil society groups have urged the government to include rural youth and women in mainstream employment strategies.

Chief Minister Nitish Kumar’s announcement of 1 crore jobs by 2030 marks a major step in Bihar’s employment roadmap. Coupled with the Karpoori Thakur Skill University, the initiative aims to address the core issue of youth joblessness.

While the 2025 election angle is evident, the policy vision is bold and long-term. Execution, however, will be key.

As Bihar prepares for polls, job creation will likely remain a central topic in the political discourse. Whether Nitish Kumar’s plan delivers or not, the message to voters is clear: employment is priority number one.
