The Bihar Assembly Election 2025 is approaching, and the Election Commission has tightened its monitoring mechanisms. With rising concerns over misuse of money during polls, the Commission has issued strict rules regarding carrying cash. The new directives are designed to maintain transparency, regulate financial transactions, and prevent any unlawful use of funds during the election process.

Cash regulations during election season

According to the Election Commission, cash transported in bank vehicles must belong solely to the concerned bank. No third-party cash or funds of private individuals or organizations will be allowed inside these vehicles. If such unauthorized cash is found, the amount will be immediately seized by the authorities. To strengthen accountability, each vehicle carrying bank cash must also keep official documents. These papers must clearly specify the starting point, the route, and the final destination of the money.

Mandatory compliance with SOP

The Commission has emphasized strict adherence to the Standard Operating Procedure (SOP) issued by the Ministry of Finance. This SOP outlines the entire process of cash movement and accountability. Prashant Kumar CH, the Additional Chief Electoral Officer of Bihar, has instructed district electoral officers and district magistrates across all 38 districts to ensure compliance. Local authorities have been directed to act immediately if any irregularity is found in cash movement during the election period.

Separate bank accounts for election expenses

The new guidelines also focus on managing candidates’ financial transactions. Every candidate must open a dedicated bank account exclusively for election expenditure. This special account will handle all expenses related to campaigning. To make the process smooth, banks will issue checkbooks immediately after the account is opened. Candidates are required to activate this account at least one day before submitting their nomination papers. This step ensures that all financial dealings are traceable and transparent.

Instructions for banks at district level

District-level banks have been given additional responsibilities under these guidelines. Banks are required to complete all preparations related to election expense accounts on a priority basis. Clear instructions must be provided to bank officials so that candidates face no difficulty in opening or operating these accounts. The Commission has made it clear that delays or negligence will not be tolerated. Banks must also ensure that every transaction is documented properly.

Goal of the guidelines

The Election Commission’s primary aim is to promote transparency in the Bihar Assembly Election 2025. By regulating cash movement and creating special accounts for expenditure, the Commission wants to eliminate any possibility of malpractice. Misuse of money during elections has long been a concern in Indian politics. With these rules, the Commission seeks to restore public confidence and ensure free and fair elections.

Campaign funding often raises questions about fairness in elections. The Election Commission’s move to enforce separate accounts ensures that every rupee spent can be tracked. Candidates must report their expenses through these accounts. Regular audits will be conducted to verify whether the expenditure matches the records. This prevents candidates from hiding transactions or spending beyond permitted limits.

Preventing misuse of money

The Commission believes that strict cash regulations will discourage attempts to bribe voters. In past elections, authorities seized unaccounted money that was allegedly meant to influence the electorate. Such incidents damage the credibility of elections.
