PM Modi to Unveil  Development Package in Bihar, Vande Bharat Flag-Off at Siwan Rally

KKN Gurugram Desk | Prime Minister Narendra Modi is set to arrive in Bihar today for a major public event at Jasauli, within the Pacharukhi block of Siwan district. This visit will see the launch of a massive ₹5,736 crore development package, the first tranche of funds under the Pradhan Mantri Awas Yojana (PMAY) for over 53,666 beneficiaries, and the ceremonial flag-off of the Patliputra–Gorakhpur Vande Bharat Express.

With 22 development schemes set for inauguration and foundation stone laying, the event marks PM Modi’s most comprehensive intervention in the state ahead of upcoming elections.

 Modi’s ₹5,736 Crore Relief Package: Key Highlights

At today’s Siwan rally, PM Modi will announce a wide-ranging package valued at ₹5,736 crore. The funds are expected to cover projects in:

  • Rural infrastructure (roads, bridges, water supply)

  • Education and health facilities

  • Agricultural and irrigation improvements

  • Livelihood schemes for women and youth

Each of the 22 schemes will directly address community needs—roads for remote villages, upgraded school infrastructure, healthcare centers, and farmer support systems—underlining Modi’s developmental focus in Bihar.

 PMAY First Installment: 53,666 Beneficiaries

A key highlight is the immediate first installment under PMAY. Over 53,666 urban and rural households will receive a direct transfer to aid in building or upgrading pucca homes. The funds are expected to be credited to bank accounts of eligible beneficiaries at the event, ensuring transparency and prompt delivery.

This large-scale rollout demonstrates the government’s push to expand affordable housing and accelerate progress toward Housing for All by 2024.

 Vande Bharat Express Flag-Off Between Patliputra & Gorakhpur

PM Modi will also flag off the Patliputra–Gorakhpur Vande Bharat Express, reinforcing high-speed rail connectivity between Bihar and Uttar Pradesh. This semi-high-speed train promises:

  • Enhanced connectivity for business, tourism, and pilgrimage

  • Faster travel time between Patna and Gorakhpur

  • Northern India’s growing access to modern rail services

The initiative follows the Vande Bharat Express’s earlier launches, signaling Bihar’s integration into India’s high-speed rail network.

Diesel Locomotive Export from DGLOF Masodha

At the Diesel Locomotive Works (DGLOF), Masodha, PM Modi will flag off a locomotive engine bound for export. This underscores India’s ambitions in rail exports, adds prestige to the Masodha manufacturing hub, and showcases Made-in-India credentials in global markets.

22 Urban-Rural Development Schemes

In addition to roads and housing, Modi will lay the foundation stone or inaugurate 22 other initiatives, including:

  • Rural electrification and street lighting

  • Water supply and sanitation projects

  • Green energy and solar-powered community assets

  • Skill training and youth employment programs

  • Women’s self-help groups and microfinance expansion

These efforts are strategically aimed at bridging urban-rural development gaps and enhancing socio-economic inclusion.

Event Logistics and Crowd Management

The Jasauli venue, located on NH 531 bypass near Chhapra-Siwan, has been meticulously organized:

  • Five large, covered stages capable of seating 60,000 people each, catering to up to 300,000 attendees

  • Diverse parking zones:

    • Large vehicles: ~3 km away, across three locations

    • VIP parking: 600 meters from the main stage

    • Total parking capacity: 20–25 designated sites

  • Multiple medical camps, mobile clinics, and doctors stationed on-site

  • Intensive security deployment:

    • SPG command and hundreds of state police officers

    • Coverage and crowd control across the venue

State government sources suggest over 2.5 lakh people may attend, fueled by excitement over the development announcements and the Vande Bharat Express inauguration.

 Public Sentiment and Political Implications

With assembly elections expected later this year, Modi’s event comes at a crucial juncture. Highlights include:

  • Development message: Bihar will emerge as a modern growth corridor, aligned with national infrastructure plans

  • Populist appeal: Housing and rural connectivity projects will resonate with low-income and rural voters

  • Regional and national political gain: Strengthens the BJP’s outreach ahead of election season
