Bihar Takes a Major Step to Improve Road Safety: Legal Action for Contractors Leaving Potholes

KKN Gurugram Desk | In a significant development concerning road safety in Bihar, the state government has announced a new rule aimed at improving the quality of roads and reducing accidents caused by poorly maintained roads. The new directive mandates that contractors who leave potholes on roads will face legal action. The order has been issued by Animesh Kumar Parashar, the Managing Director of Bihar Urban Infrastructure Development Corporation (BUIDCo).

Potholes on roads have long been a significant problem in Bihar, causing severe inconvenience to the public. Many citizens have fallen victim to accidents, with some even losing their lives due to these hazardous road conditions. The new rule is a response to this growing concern and aims to ensure that contractors complete their work as per the required standards and timelines.

Why Was This Decision Necessary?

The state of Bihar has been struggling with the issue of potholes for years. The poor condition of roads has not only caused inconvenience but also resulted in tragic accidents. The problem stems from contractors failing to complete work on time and leaving roads in an unfinished or unsafe condition. In many instances, roads were repaired or constructed hastily, resulting in poor quality and safety hazards.

To address these issues, the Bihar government, through BUIDCo, has issued a directive requiring contractors to adhere to specific standards for road construction and maintenance. This includes ensuring that all roads are free from potholes and that the work is completed on time.

The consequences for contractors who fail to meet these standards are clear. Legal action will be taken against those found guilty of leaving potholes, and a fine will be imposed. The Bihar government hopes that this new approach will encourage contractors to take their responsibilities more seriously and improve road conditions across the state.

A New SOP for Road Contractors

In addition to the new rule on potholes, BUIDCo has introduced a Standard Operating Procedure (SOP) to ensure that contractors comply with the new road construction guidelines. Under the new SOP, contractors are required to complete their work in a timely manner, ensuring the quality and safety of the roads. If they fail to do so, they will face penalties, including fines and legal action.

The SOP also focuses on improving the management of stormwater drainage systems. Under the new regulations, drainage systems will be constructed properly, starting from the outermost areas and gradually connecting with neighborhoods and colonies. This will prevent the previous situation, where drains were constructed haphazardly, causing blockages and drainage issues across the city.

The Aim of the New Policies: Enhancing Public Safety

The primary objective of these new policies is to ensure the safety and well-being of the public. By enforcing stricter rules on contractors and improving road and drainage systems, the government hopes to reduce accidents and improve the overall infrastructure of Bihar.

Animesh Kumar Parashar emphasized that this initiative would not only enhance road safety but also reduce the spread of diseases in cities caused by poor drainage systems. The implementation of the new SOP will help in creating safer roads and cleaner cities, contributing to the overall well-being of residents.

Contractors’ Responsibility and Accountability

The new rule places a significant responsibility on contractors, who are now expected to meet the specified standards for road construction. This includes ensuring that roads are not only built on time but also maintain quality standards that prevent accidents and hazards. The legal action against contractors who leave potholes is meant to hold them accountable for their work and encourage them to complete their tasks diligently.

BUIDCo has stated that the new regulations will be strictly enforced, and contractors who fail to follow the rules will be penalized. The organization believes that these measures will bring about a noticeable improvement in the quality of roads in Bihar.
