Lakhisarai Double Murder Shocks Bihar: Village Head and Ward Representative Gunned Down in Cold Blood

KKN Gurugram Desk | In a chilling incident that has sparked widespread panic in the region, two local leaders—a village head (mukhiya) and a ward representative—were shot dead in cold blood in Ollipur Ramchandrapur village, located under the Pipariya police station in Lakhisarai district, Bihar.

The brutal double murder took place late Tuesday night, when the victims were returning from a religious ceremony. Eyewitnesses and police reports confirm that unidentified assailants opened indiscriminate fire, leaving both men fatally wounded.

This high-profile double homicide has rattled the local community and raised serious concerns about law and order in the region.

Victims Identified as Chandan Kumar (Mukhiya) and Chandan Kumar (PACS Member)

Both victims were residents of Ollipur Ramchandrapur village. While they shared the same name, they were from different families:

  • Chandan Kumar, son of Anil Singh, served as the elected village head (mukhiya)

  • Chandan Kumar, son of Arvind Kumar Singh, was a PACS (Primary Agriculture Credit Society) member and a ward representative

The two men were well-known in the village for their community work and had recently participated in several local governance initiatives.

 Attack Occurred at Midnight While Returning from Ritual

According to family members and eyewitnesses, the incident occurred around midnight on Tuesday, while the two victims were returning from attending a shraddh (funeral ritual) in the village.

When the duo reached Hanuman Gali, a narrow lane near their homes, armed assailants who were lying in wait launched a sudden attack, firing multiple rounds at close range. The sound of gunfire shattered the night’s silence and alerted nearby residents, who rushed to the scene. However, the criminals managed to escape under the cover of darkness.

 Victims Declared Dead at Lakhisarai Sadar Hospital

Both men were critically injured in the attack. Locals and family members immediately rushed them to Lakhisarai Sadar Hospital for emergency treatment. Unfortunately, one of the victims—Mukhiya Chandan Kumar—had already succumbed to multiple bullet wounds at the scene, while the PACS member Chandan Kumar died en route to the hospital.

Doctors confirmed that the injuries were fatal, and the cause of death in both cases was excessive blood loss from bullet injuries.

 Family Members Demand Justice, Motive Under Investigation

The double murder has left the village in shock and mourning, while family members are demanding swift justice. Speaking to local reporters, a relative of one of the victims said:

“Both of them were dedicated to the welfare of the village. We have no idea who would want to harm them. This is a planned, political killing.”

While the exact motive remains unclear, sources suggest that the murders could be linked to local political rivalry, land disputes, or power struggles in the village administrative structure.

Police Statement and Investigation Update

Senior police officials, including Pipariya SHO and Lakhisarai SP, reached the crime scene shortly after the incident and began forensic and field investigations.

A senior officer told KKNLive.com:

“We have recovered bullet shells from the scene and are analyzing CCTV footage from nearby houses. Preliminary findings suggest a targeted killing, not a random act of violence.”

The police have registered an FIR and are in the process of questioning suspected individuals and political rivals in the area. However, no arrests have been made yet.

Authorities are also investigating the possibility of hired shooters, as the execution appeared professional and planned.

 Rising Rural Political Violence in Bihar

This incident is the latest in a disturbing trend of rising rural political violence in Bihar. In recent years, elected panchayat leaders have become frequent targets due to land disputes, caste-based politics, and local power struggles.

According to a report by the State Crime Records Bureau, more than 30 political killings occurred in Bihar’s rural belts in the last 12 months—many of them involving mukhiya, ward members, and PACS officials.

 Political Reactions and Public Response

Local politicians from both ruling and opposition parties have condemned the killings and demanded an impartial investigation. A senior opposition MLA from the region said:

“If even elected representatives are not safe, what security can the common man expect? The government must act decisively to restore law and order.”

Villagers observed a shutdown (bandh) in Ollipur on Wednesday in protest, and peaceful demonstrations were held outside the local police station demanding quick arrests and deployment of more security forces.

 Analysis: Challenges in Local Governance and Rural Policing

The double murder exposes the deep-rooted vulnerabilities in village governance and law enforcement across rural Bihar. Despite being elected leaders, many mukhiyas and ward members often operate in an environment of intimidation and rivalry, where gun power often overrides democratic authority.

Experts argue that the government must now focus on:

  • Strengthening local intelligence networks

  • Offering police protection to at-risk elected representatives

  • Addressing systemic issues like corruption, land conflicts, and caste tensions

Without proactive measures, such incidents could continue to destabilize local governance in rural India.

The cold-blooded murder of two elected leaders in Lakhisarai’s Ollipur village is not just a local crime—it is a reflection of the broader challenges facing rural democracy, law enforcement, and political safety in India. As investigations unfold, the spotlight will remain firmly on whether the system can deliver swift justice, restore public confidence, and protect those who serve at the grassroots level of governance.
