PM Modi to Launch India’s Second Largest Thermal Power Plant in Bihar on May 30

Published on

KKN  Gurugram Desk | In a major infrastructure push, Prime Minister Narendra Modi is set to visit Bihar on a two-day tour beginning May during which he will unveil several development initiatives. The highlight of his visit will be the foundation stone laying ceremony of a 2,400 MW Super Thermal Power Plant in Nabinagar, a project with an estimated cost of ₹29,947.91 crore.

The new plant, located in Aurangabad district’s Nabinagar area, will be among the largest thermal power facilities in India, and is expected to significantly enhance Bihar’s electricity generation capacity and energy security.

Bihar Gears Up for Mega Infrastructure Push

Prime Minister Modi will arrive in Patna on May 29, followed by his scheduled visit to Bikramganj in Rohtas district on May 30, where he will lay the foundation stone of the Nabinagar Super Thermal Power Station (NSTPS) – Stage II.

This development has generated significant buzz in political and public circles, as it marks the largest power project announced in Bihar in recent years. The plant is part of NTPC’s capacity expansion drive and is slated to become India’s second-largest electricity-generating station upon completion.

Project Highlights: Nabinagar Super Thermal Power Station Stage II

Project Name Nabinagar Super Thermal Power Station (NSTPS) – Stage II
Location Nabinagar, Aurangabad District, Bihar
Estimated Cost ₹29,947.91 Crore
Power Output Capacity 2,400 Megawatts (MW)
Commissioning Authority National Thermal Power Corporation (NTPC)
Project Significance India’s 2nd largest thermal plant (on completion)
Target Beneficiary State of Bihar & neighboring regions

Energy Impact: 2,400 MW Power to Strengthen Bihar’s Grid

The new power station is expected to supply 2,400 MW of electricity, a substantial addition to Bihar’s existing energy infrastructure. The plant will help meet the growing demand for power in both urban and rural areas, ensuring reliable electricity for industries, homes, and agriculture.

According to central government data, the per capita electricity consumption in Bihar is still below the national average. With this expansion, the state will move closer to energy parity and improved service reliability.

Center Approves NSTPS Expansion Amid Rising Demand

The approval for Stage II expansion of NSTPS was granted after careful consideration of Bihar’s increasing power needs. The expansion will not only support domestic consumption but also strengthen the Eastern Region’s power grid, enabling potential power exports to nearby states during surplus periods.

Strategic and Economic Benefits of the Project

 Employment Opportunities

Construction and operation of the plant will create thousands of jobs, including skilled, semi-skilled, and unskilled labor, both directly and indirectly.

 Industrial Boost

Availability of consistent power is crucial for industrial development. Bihar, which has lagged behind in industrial growth compared to western states, will gain a competitive edge with better power supply.

 Rural Electrification

Enhanced capacity will benefit village-level electrification, improving livelihoods and educational facilities through uninterrupted electricity.

 Green Initiatives

While thermal power is fossil-fuel-based, NTPC has assured incorporation of modern emission control technologies, including FGD (Flue-Gas Desulfurization) and ESP (Electrostatic Precipitators) to minimize pollution levels.

Political Significance: A Key Message Ahead of 2025 State Elections

With Bihar set to witness state assembly elections later this year, PM Modi’s announcement holds clear political weight. Deputy Chief Minister Samrat Choudhary, while thanking PM Modi for the initiative, said:

“This is a historic gift to Bihar. It will fuel our economy, create jobs, and bring energy independence to our villages.”

The move is seen as a reaffirmation of the central government’s commitment to regional development and energy infrastructure, especially in traditionally underdeveloped states like Bihar.

Bihar’s Power Sector: Challenges and Progress

Despite recent improvements, Bihar has historically faced frequent power cuts, high transmission losses, and limited rural access. However, under schemes like Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) and Saubhagya, rural electrification has accelerated.

The Nabinagar project builds on these initiatives, providing base load power that is vital for the state’s future industrialization and economic diversification.

Public Reception: Hope and Excitement

Local residents and political observers alike are optimistic. The announcement has sparked enthusiasm across districts like Aurangabad, Rohtas, and Gaya, where power shortage has long been a major issue.

Public opinion is largely supportive, with many hoping the project will not face the typical delays and bureaucratic red tape that have plagued past initiatives.

A Timeline for Development: What Happens Next?

NTPC officials have proposed the following tentative timeline:

  • 2025 Q2: Land acquisition and tender process

  • 2025 Q4: Groundwork and construction begins

  • 2028 Q1: First unit (800 MW) expected to be operational

  • 2029 Q2: Full plant to be functional with all three units (2,400 MW)

Progress will depend on factors such as environmental clearances, procurement efficiency, and local cooperation.

Bihar’s Road Ahead: From Deficit to Surplus?

With the commissioning of NSTPS Stage II, Bihar could transition from being a power-deficit state to a power-surplus one — a critical milestone in its development journey.

The project aligns with India’s broader vision of achieving 24×7 Power for All, as outlined under the National Electricity Policy and UDAY reforms for distribution companies.

PM Modi’s upcoming visit and the foundation of India’s second-largest thermal power plant signal a transformative moment for Bihar. With a ₹29,947.91 crore investment and 2,400 MW power generation capacity, the project is expected to supercharge the state’s economy, ensure energy security, and elevate the living standards of millions.

As the nation watches, all eyes will be on May 30, when Prime Minister Modi officially launches a new chapter in Bihar’s infrastructure story — one that promises light, progress, and power in every sense.
