KKN Gurugram Desk | The Indian has been making continuous efforts to tackle cybercrime and telecom fraud. In a significant move, the Department of Telecommunications (DoT) has issued new directives for telecom companies to implement a Digital Integrated Verification System (DIVS) for SIM card registrations. This step aims to prevent the misuse of fraudulent mobile connections obtained through fake documents, which are often used in financial frauds and cybercrimes.

Last month, the Prime Minister’s Office (PMO) instructed the DoT to strengthen the verification process for new mobile connections by making Aadhaar-based biometric verification mandatory. The latest directive from DoT reinforces this requirement and introduces stricter measures for SIM card issuance.

Aadhaar-Based Biometric Verification Now Mandatory for SIM Cards

According to a report by Moneycontrol, earlier, individuals could get a new mobile connection using any government-issued ID such as a Voter ID or Passport. However, under the new telecom regulationsAadhaar-based biometric verification is now compulsory for all new SIM card activations.

Key Changes in SIM Card Verification Process

✔ Retailers cannot issue SIM cards without Aadhaar-based biometric authentication.
✔ The number of SIM cards issued under a single customer’s name will be monitored.
✔ If a telecom user has multiple connections under different names, strict verification will be conducted.
✔ Customers’ photographs will now be taken from 10 different angles to prevent identity fraud.

These measures aim to eliminate the fraudulent issuance of SIM cards and prevent them from being used in criminal activities such as identity theft, cyber fraud, and financial scams.

Government Crackdown on Fraudulent SIM Cards

This decision by the PMO came after a detailed review meeting on the telecom sector, where it was revealed that fraudulent SIM cards were playing a key role in financial scams. The investigation found that several SIM cards were linked to a single device, violating telecom regulations and leading to an increase in cybercrime cases.

As part of this crackdown, the DoT has been directed to work closely with law enforcement agencies to identify and penalize offenders. The government has also encouraged the use of -based tools to detect fraudulent activities and track individuals involved in issuing fake SIM cards.

Actions Against Fraudulent SIM Card Retailers

✔ Retailers found issuing SIM cards using fake documents will face strict penalties.
✔ AI-based fraud detection tools will be used to track suspicious mobile numbers.
✔ Individuals found using multiple SIMs with fake identities will be monitored.

These stringent measures ensure that the issuance and tracking of mobile numbers across the country are under strict regulatory control.

Digital Integrated Verification System (DIVS) for Telecom Security

To strengthen telecom , the government has instructed telecom operators to implement the Digital Integrated Verification System (DIVS). This new system aims to:

✔ Prevent identity fraud by ensuring strict verification of every new mobile connection.
✔ Enhance tracking mechanisms for mobile numbers registered across different locations.
✔ Ensure compliance with telecom regulations to curb financial frauds.

With DIVS, the government plans to improve telecom security nationwide by ensuring that every mobile connection is verified and traceable.

Why the Government is Tightening SIM Card Verification?

The rising number of cybercrime cases has prompted the government to implement tighter security measures in the telecom sector. Criminals often obtain SIM cards using fake documents, which makes it difficult for law enforcement agencies to track their activities.

✔ SIM cards obtained with fake IDs are commonly used in phishing scams and online frauds.
✔ Financial frauds have increased due to easy access to unverified mobile numbers.
✔ The misuse of SIM cards in illegal activities has raised concerns over telecom security.

By enforcing Aadhaar-based biometric authentication, the government aims to eliminate fraudulent SIM card issuance and ensure better security for mobile users.

How the New SIM Card Verification Process Works?

The new verification system will involve multiple security layers to ensure that every SIM card is linked to a verified identity.

Step-by-Step SIM Card Verification Process Under New Rules

  1. Customer must provide Aadhaar details for biometric verification.
  2. Retailers will capture biometric data (fingerprints or iris scan) for authentication.
  3. Photographs will be taken from 10 different angles to prevent identity fraud.
  4. Telecom companies will verify the customer’s SIM card history before activation.
  5. The Digital Integrated Verification System (DIVS) will maintain records for security checks.

With these changes, the entire SIM card activation process will become more secure and foolproof.

Impact of the New SIM Card Regulations

The implementation of Aadhaar-based biometric verification and DIVS is expected to bring several benefits:

1. Reduction in Cybercrime and Financial Frauds

With a strict verification process, the misuse of fraudulent SIM cards for cybercrimes and scams will decrease.

2. Enhanced Security for Mobile Users

Customers will feel more secure knowing that every mobile number is verified, reducing the risk of fraud.

3. Improved Telecom Regulation Compliance

Telecom companies will have better control over SIM card issuance, ensuring compliance with government policies.

4. Stronger Law Enforcement Capabilities

With a centralized database of verified mobile connections, authorities can track criminals more effectively.

Challenges and Concerns with Aadhaar-Based SIM Verification

While the government’s initiative is a significant step towards telecom security, some concerns remain:

✔ Privacy concerns over biometric data storage and usage.
✔ Challenges for rural users  may face difficulties with biometric authentication.
✔ Inconvenience for telecom retailers in implementing the new verification system.

To address these concerns, the government needs to ensure proper data protection policies and provide alternative verification methods for users facing challenges.

Government’s Vision for Secure Telecom Operations

The latest telecom security measures are part of the Indian government’s broader Digital initiative, which aims to enhance cybersecurity and improve digital infrastructure.

✔ Aadhaar-based authentication will play a key role in digital identity management.
✔ The government is investing in AI-driven fraud detection to enhance telecom security.
✔ Future updates may include further improvements in mobile number tracking systems.

With these measures, India is moving towards a more secure telecom ecosystem, where every mobile connection is verified, and cyber threats are minimized.

The implementation of Aadhaar-based biometric verification for SIM cards marks a major milestone in India’s fight against cybercrime. The new system will:

✔ Eliminate fake mobile connections and prevent SIM card frauds.
✔ Ensure better security for telecom users by implementing strict verification processes.
✔ Enhance law enforcement capabilities in tracking cybercriminals.

While there may be initial challenges, the long-term benefits of a secure telecom network outweigh the concerns.

With the Digital Integrated Verification System (DIVS) and AI-based fraud detection, India is setting new benchmarks in telecom security.
