Bihar Election 2025: BJP Targets 30 Million Migrant Voters with Special Outreach Plan

As Bihar gears up for its upcoming Assembly elections—likely to coincide with the festive season of Diwali and Chhath Puja—the Bharatiya Janata Party (BJP) has shifted focus toward a key demographic: migrant voters.

The party has identified an estimated 30 million migrant Bihari voters who temporarily return home during major festivals. Recognizing their potential impact on election outcomes, BJP has launched a strategic voter outreach plan targeting this segment, which could play a decisive role in Bihar Election 2025.

 Migrant Voters: The Hidden Electorate

Every election season, political parties focus on ground campaigns, rallies, and digital media. But the BJP has now expanded its scope to include non-resident Biharis, who work in other Indian states but retain voting rights in their native constituencies.

Sources within the party confirm that these migrant voters often travel back to Bihar during major religious and cultural festivals—especially Diwali and Chhath, both of which are tentatively scheduled around the Bihar Assembly elections 2025.

Given this pattern, the BJP believes that with the right outreach, it can mobilize this vast voter base and turn them into active supporters at the ballot box.

BJP’s Outreach Strategy: A 150-Leader Task Force

To reach these 3 crore voters efficiently, the BJP has formed a specialized task force of around 150 senior leaders and ground workers. This team will be responsible for connecting with migrant Biharis residing in different parts of India.

This outreach campaign stems from a strategic session held in May 2025, led by Tarun Chugh and Dushyant Gautam—BJP’s national general secretaries—alongside Bihar BJP chief Dilip Jaiswal. The meeting finalized the structure for the NDA Outreach Programme, which focuses specifically on reverse mobilization of voters from urban India back to Bihar.

 Coverage Across 150 Districts and 28 States

The BJP has identified around 150 key districts across 28 states where large populations of migrant Biharis live and work. These regions include Delhi NCR, Maharashtra, Gujarat, Punjab, Karnataka, West Bengal, and Tamil Nadu—states that have historically attracted a high influx of labor and skilled professionals from Bihar.

Each BJP leader from the task force will be assigned a specific region and will be tasked with:

  • Meeting migrant workers and professionals

  • Persuading them to return home for voting

  • Collecting voter data

  • Promoting BJP’s achievements in Bihar under NDA

According to BJP State President Dilip Jaiswal, “The goal is to have these voters come home, vote, and influence their local communities toward BJP’s vision of development and governance.”

 14-Point Survey & Data Collection Initiative

As part of this robust voter outreach, BJP has created a 14-point survey to collect comprehensive details about each migrant voter. The data collected will include:

  1. Full Name

  2. Phone Number

  3. Current Address

  4. Native Village and District

  5. Occupation

  6. Social Category (Caste)

  7. Voter Influence at Home

  8. Assembly Constituency

  9. Whether They Are a BJP Supporter

  10. Educational Background

  11. Employer Details

  12. Language Preferences

  13. Travel Frequency

  14. Willingness to Vote in Bihar

This detailed information will be digitized and uploaded to a centralized app developed by BJP’s IT Cell. Party insiders have confirmed that this digital platform will be fully operational by August 2025.

 Phone Outreach Campaign: Direct Contact with Voters

Once the data is collected and verified, the next step will be a phone-based outreach campaign. BJP workers will personally call migrant voters to:

  • Remind them of election dates

  • Emphasize the importance of voting in their home state

  • Assist with travel planning if needed

  • Encourage participation in local campaigning

According to sources, this strategy is modeled on election playbooks used during the 2019 Lok Sabha polls, where direct voter interaction proved highly effective in rural areas.

 BJP’s Strategic Focus: Data-Driven Campaigning

This innovative approach to migrant voter mobilization is aligned with BJP’s broader strategy of data-driven election management. By identifying individual voter habits and challenges, the party aims to create customized messaging that resonates with each voter segment.

From construction workers in Mumbai to tech professionals in Bengaluru, the outreach program will tailor its tone and messaging to connect with Biharis across all walks of life.

Political analysts suggest that this could bridge the urban-rural gap and help BJP tap into a floating but loyal vote base that remains underutilized in state elections.

 Eye on 2025 Bihar Assembly Election

The upcoming Bihar Legislative Assembly elections are critical for the BJP-led National Democratic Alliance (NDA), especially after recent political shifts in neighboring states. Bihar CM Nitish Kumar continues to be a key player, and his alignment with BJP could play a pivotal role.

With development, law and order, youth employment, and infrastructure being projected as the core issues, the BJP is hoping to secure its majority with support from returning migrant voters.

 Political Implications: Migrants Could Tip the Scale

Migration is a double-edged sword in Bihar politics. On one hand, mass migration reflects the lack of employment opportunities in the state. On the other, migrants often return with strong opinions and expectations from the government.

By tapping into this sentiment, BJP could channel it into electoral strength, particularly in constituencies where winning margins are narrow. With over 3 crore migrants potentially returning home, the impact on 243 assembly constituencies could be substantial.

The BJP’s migrant voter outreach strategy for Bihar Election 2025 is a unique and calculated move aimed at leveraging a neglected but influential voting group. With a well-defined roadmap, data-driven tools, and boots on the ground, the party is leaving no stone unturned in its bid to secure a landslide victory.

Whether this ambitious plan translates into real votes will be seen later this year—but it has certainly added a new dimension to electoral campaigning in Bihar.
