Major Breakthrough in Manipur Ahead of Prime Minister Narendra Modi’s Visit

Manipur has once again come into focus as a critical meeting between the Ministry of Home Affairs, the Manipur state government, the Kuki National Organisation (KNO), and the United Peoples’ Front (UPF) concluded in New Delhi. The discussions resulted in significant decisions aimed at restoring normalcy, stabilizing the state, and preparing for the upcoming visit of Prime Minister Narendra Modi. One of the most notable outcomes of the meeting was the decision by the Kuki-Zo Council to reopen National Highway-2, a critical lifeline for Manipur and the entire northeast region.

Reopening of National Highway-2

National Highway-2, which connects Manipur to Nagaland and other northeastern states, had remained blocked since May 2023 due to the outbreak of ethnic violence between the Meitei and Kuki-Zo communities. The blockade created immense hardships for citizens, disrupted the supply of essential commodities, and deepened the humanitarian crisis in the state.

The Kuki-Zo Council has now agreed to ensure smooth passage for vehicles, travelers, and goods on NH-2. They have pledged full cooperation with the central security forces deployed along the highway to maintain peace and prevent further disruptions. According to the Ministry of Home Affairs, this decision marks a crucial goodwill gesture ahead of the Prime Minister’s visit.

Importance of the Decision for the People

For displaced families and individuals living in relief camps, reopening NH-2 means improved access to food, medicine, and other essential supplies. Signing of the Suspension of Operations Agreement

The tripartite meeting in New Delhi also concluded with the signing of a revised Suspension of Operations (SoO) agreement. The agreement, signed by representatives of the Home Ministry, the Manipur government, the KNO, and the UPF, redefined the ground rules for cooperation.

The updated SoO agreement will remain valid for one year from the date of signing. It emphasizes two primary objectives: safeguarding Manipur’s territorial integrity and pursuing peace and stability in the state through dialogue and non-violent means.

Revised Ground Rules Under the Agreement

The revised conditions in the agreement highlight stronger monitoring and accountability mechanisms for armed groups under suspension of operations. The KNO and UPF have agreed to shift their members from sensitive conflict-prone areas to seven designated camps. This move is designed to reduce friction between communities and allow the security forces to maintain better control of vulnerable zones.

Furthermore, the agreement mandates reducing the number of operational camps, transferring all weapons to nearby Central Reserve Police Force (CRPF) and Border Security Force (BSF) camps, and conducting strict physical verification of cadres. Security forces will also verify identities to ensure that no foreign nationals are included within these groups.

Background of the Manipur Crisis

The unrest in Manipur, which began in May 2023, was triggered by ethnic clashes between the Meitei and Kuki-Zo communities. The violence quickly escalated, leading to extensive damage to homes and businesses, loss of lives, and the displacement of thousands.
