Patna-Purnia Expressway Declared National Expressway-9

The Patna-Purnia Expressway has officially been declared as National Expressway-9 (NE-9) by the Union Ministry of Road Transport and Highways. This major announcement marks a milestone for Bihar, as it will be the first expressway built entirely within the boundaries of the state. The project has been hailed as a transformative step that will not only reduce travel time but also boost economic activities across central and eastern Bihar.

With the completion of the project, travel between Purnia and Patna will take only three hours by road, compared to the long hours currently required. The expressway is expected to serve as a gamechanger for Bihar’s infrastructure growth, enhancing connectivity and trade opportunities.

A First for Bihar

The Patna-Purnia Expressway is unique because it will be the first expressway in Bihar to run fully inside the state borders. While other national highways in Bihar link the state with neighboring regions, this project focuses entirely on improving internal connectivity.

Bihar has long faced challenges in terms of road infrastructure. Delays, poor highway conditions, and lack of high-speed corridors often affect economic development. The new NE-9 expressway is seen as a direct answer to these long-standing problems.

Connectivity to Major Districts

To ensure maximum utility, the expressway will be linked to several key district headquarters. Dedicated connecting routes will extend from the expressway to Samastipur, Saharsa, and Madhepura. This will ensure that people from multiple districts gain direct access to the high-speed corridor, making travel faster and smoother.

The six-lane greenfield design of the expressway has already been approved by the Bihar government. The decision aligns with the state’s long-term infrastructure development plans and is expected to complement future road projects.

Approval and Government Support

The project received a green signal when Bihar Chief Secretary Amrit Lal Meena gave his consent based on a request from the National Highways Authority of India (NHAI). With this approval, the Bihar government has already urged the Centre to publish tenders at the earliest so that construction can begin within this year.

For Bihar, this expressway holds political and economic importance. It reflects cooperation between the state and central governments and showcases Bihar’s increasing role in national infrastructure planning.

Construction Model

The expressway will be built under the Hybrid Annuity Model (HAM) as part of the Public-Private Partnership Appraisal Committee (PPPAC) framework. This means that:

  • The construction agency will bear 60 percent of the cost.

  • The Central government will contribute 40 percent of the funding.

  • Recovery of costs will be made through toll collection.

  • The agency will also maintain the expressway for 15 years after completion.

This model is considered effective for large infrastructure projects as it ensures private participation while reducing financial risks for the government.

Route and Alignment

The Patna-Purnia Expressway will start near Mirnagar Arazi village beside NH-22 in Vaishali district, close to the Sarai Toll Plaza. From there, the expressway will pass through Samastipur, Darbhanga, Saharsa, and Madhepura before ending at Hansdah near Chand Bhatthi on NH-27 in Purnia.

A significant feature of this expressway is its connection with other major projects. The bridge between Dighwara and Sherpur will link the expressway directly to Bihta Airport, providing Bihar with better air connectivity. Additionally, the expressway will connect with JP Setu in Hajipur and integrate with the planned Patna Ring Road at Dighwara.

This alignment ensures that the expressway is not just a stand-alone road but a crucial part of a broader connectivity plan in Bihar.

Economic and Social Impact

The Patna-Purnia Expressway is expected to revolutionize the economy of Bihar. Reduced travel time will make logistics cheaper and faster. Farmers and small businesses will benefit from easier access to Patna markets.

Educational and healthcare access will also improve as people from eastern Bihar can reach Patna in just three hours. This is especially important for regions like Saharsa and Madhepura, which currently face connectivity challenges.

For the people of Purnia and nearby districts, the expressway promises greater integration with the state capital, creating new opportunities for trade, jobs, and mobility.

Boost for Trade and Industry

Bihar has been striving to attract industries, but poor road connectivity often discourages investors. With NE-9, freight movement will become easier, allowing industries in Purnia, Saharsa, and Madhepura to link with Patna and beyond.

The project also complements national trade corridors, enabling Bihar to play a stronger role in inter-state commerce. The expressway could also encourage investment in warehousing, cold storage, and logistics hubs along its route.

Social Infrastructure Along the Expressway

Plans are being discussed for setting up modern amenities along the route. These may include:

  • Rest stops and service stations

  • Emergency medical services

  • Logistics parks

  • Food courts and fuel stations

Such facilities will not only make travel easier but also generate local employment.

Political Importance

The announcement of NE-9 comes at a crucial time. Bihar has often demanded greater central support for infrastructure. By declaring the Patna-Purnia Expressway as a National Expressway, the Centre has addressed a long-standing demand.

This move is expected to have political impact as well, as better infrastructure is often seen as a sign of development in Bihar’s electoral landscape.

Challenges Ahead

While the project is ambitious, there are challenges that need to be addressed. Land acquisition could prove difficult in densely populated areas. Ensuring timely funding and avoiding delays in tendering will also be critical.

Environmental concerns are also expected to be reviewed since the route will cut across river plains and agricultural areas. Authorities will need to balance development with ecological responsibility.

Package Division of Construction

The construction of the Patna-Purnia Expressway will be carried out in three packages. This approach is meant to speed up work and ensure timely completion. Each package will be tendered separately, allowing multiple agencies to work simultaneously.

By dividing the work into packages, the government hopes to avoid delays that often affect large infrastructure projects.

Travel Time Reduction

Currently, traveling from Purnia to Patna by road can take anywhere between six to eight hours depending on traffic. Once NE-9 is completed, the journey will shrink to just three hours.

This drastic reduction will not only save time but also cut down transport costs, benefiting businesses and passengers alike.

The Patna-Purnia Expressway (NE-9) is set to become a landmark project for Bihar. As the first expressway entirely within the state, it represents progress, connectivity, and opportunity.

By linking districts like Samastipur, Darbhanga, Saharsa, and Madhepura to Patna and Purnia, the project will reshape Bihar’s road map. With construction under the HAM model and three-package design, the government aims to complete it efficiently.

For millions of people in Bihar, this expressway is more than just a road. It is a lifeline that promises economic growth, social development, and faster travel. If completed on schedule, NE-9 could truly transform the future of Bihar’s infrastructure.
