Bihar Voter List 2025: 42 Lakh Voters Missing from Addresses, 7.5 Lakh Found Registered Multiple Times

The Election Commission of India has revealed a significant update in the ongoing special revision of Bihar’s voter list. As per recent findings, nearly 42 lakh voters in the state were not found at their registered addresses. In addition, over 7.5 lakh voters have been identified with duplicate registrations across multiple locations.

This update comes as part of the intensive verification drive currently underway in Bihar ahead of upcoming elections.

95.92% Voter Coverage Achieved So Far in Bihar

According to the Election Commission, out of nearly 7.90 crore total voters, around 95.92% have been successfully verified and included in the updated electoral list. The special summary revision is still ongoing, with six more days remaining for eligible citizens to submit their forms and complete verification.

Officials are now working to include the remaining 32 lakh voters before the draft electoral roll is published in August 2025.

Election Commission’s Focus: No Eligible Voter Should Be Left Out

In a detailed statement, the Election Commission of India (ECI) confirmed that Booth Level Officers (BLOs) have been deployed to ensure door-to-door contact with voters. The goal is to ensure 100% inclusion and correct representation of every eligible individual in the voter list.

Political parties and their local agents are also being engaged in the process to cross-verify voter data and prevent any discrepancies in the draft list.

42 Lakh Voters Missing: A Matter of Concern for Electoral Integrity

The discovery of 42 lakh voters missing from their addresses has raised concerns over voter migration, outdated data, and possible administrative gaps. These missing voters either shifted residence, migrated for work, or provided inaccurate addresses earlier.

The commission is treating this data as critical for electoral accuracy. Officials are cross-checking Aadhaar details, address proofs, and local records to verify missing voters.

Over 7.5 Lakh Voters Registered in Multiple Locations

A parallel concern is the existence of 7.50 lakh-plus voters who are registered in more than one constituency. This issue is being addressed through AI-based de-duplication, physical verification, and field-level feedback from booth-level teams.

The Election Commission emphasized the importance of clean and accurate electoral rolls as the foundation of fair elections. Duplicate entries can lead to fraud, overlapping votes, and legal complications during polling.

ECI Urges Citizens to Check and Update Voter Details

As part of the campaign, the Election Commission has urged all eligible citizens to verify their details on the National Voter Portal or through their respective Booth Level Officer.

With the final date for form submission approaching, the ECI stressed that this is the last chance before the August draft publication.

Citizens can:

  • Fill Form 6 to add new names.

  • Use Form 7 to delete duplicate or obsolete entries.

  • Submit Form 8 to correct personal details.

These forms can be submitted online or offline via BLOs and voter facilitation centers.

Final Six Days: Field Activity Intensified in Bihar

To reach unverified voters, BLOs are now conducting intensive surveys and door-to-door visits. The goal is to ensure that the remaining 32 lakh voters are verified before the list closes.

Bihar’s election machinery is being mobilized across urban and rural areas to finish this critical task.

Political parties are also being briefed about the revision process so that they can assist their supporters and voters in completing necessary paperwork.

Why Voter List Accuracy Matters

Maintaining an accurate voter list is essential for:

  • Preventing electoral fraud

  • Avoiding multiple voting

  • Ensuring equal representation

  • Supporting free and fair elections

In the past, discrepancies in the voter list have led to public complaints, court cases, and loss of voter trust. The ECI aims to eliminate such issues through real-time verification and data cleansing.
