Bihar Administrative Service Transfers 2025

KKN Gurugram Desk | After the transfer of 18 District Magistrates (DMs) and multiple divisional commissioners earlier this month, the Bihar government has now issued transfer orders for 16 mid-ranking officers under the Bihar Administrative Service (BAS).

The notification was issued by the General Administration Department (GAD) on June 5, 2025, as part of the state’s ongoing administrative reorganization aimed at streamlining governance and improving departmental efficiency.

 Purpose of the Transfer

  • Aligning administrative talent with regional development priorities

  • Strengthening policy execution in critical departments such as Water Resources, Science & Technology, Panchayati Raj, and Land Acquisition

  • Enhancing governance quality at district and block levels

The reshuffle includes officials serving in key roles such as:

  • Additional Secretaries

  • Joint Secretaries

  • Deputy Development Commissioners (DDCs)

  • District Program Officers

  • Land Acquisition Officials

 Departments Significantly Impacted by the Transfers

1. Water Resources Department

  • Officers like Kumar Devendra Projjwal and Ajay Kumar have been moved to strengthen the Water Resources portfolio, crucial for flood control and irrigation development.

2. Science & Technology

  • With Kumar Siddharth and Manjeet Kumar now heading divisions in the Science & Tech Department, the state is expected to bolster innovation and R&D projects, especially in technical institutions.

3. District Administration & Panchayati Raj

  • Officers posted in Madhubani, Sitamarhi, and Muzaffarpur will now oversee grassroots development projects, including rural infrastructure, panchayat coordination, and revenue programs.

4. Land Acquisition and Development

  • Transfers like those of Sanjeev Kumar Singh and Praveen Kumar reflect a focused push to expedite land acquisition cases for infrastructure and industrial development projects in Saran and Samastipur.

What Does This Reshuffle Signal for Bihar?

These transfers indicate that the Nitish Kumar government is working to:

  • Reinvigorate governance in districts experiencing administrative slowdown

  • Bring experienced officers into high-pressure roles

  • Prepare groundwork for long-term infrastructure and rural development projects

  • Enhance coordination between state secretariats and field-level functionaries

Administrative experts also note that such mid-level bureaucratic realignment often precedes policy overhauls or development package implementations.

 What Officials Are Saying

While there has been no direct statement from the Chief Secretary or General Administration Department, sources indicate:

“The decision was taken after performance reviews and ground-level feedback from multiple districts. Officers have been positioned to ensure optimal utilization of their skillsets.”

A senior bureaucrat added:

“The Water Resources, Land Management, and Panchayati Raj sectors are strategic priorities. These changes aim to boost efficiency, transparency, and accountability.”

Previous Reshuffles: A Pattern of Administrative Reforms

Earlier in the year, the Bihar government had:

  • Transferred 18 District Magistrates

  • Reassigned 6 Divisional Commissioners

  • Initiated a review of departmental performance under the Bihar Vikas Mission

Together with this new round of BAS transfers, these decisions show a cohesive administrative reform agenda meant to increase responsiveness at the district and block levels.

The transfer of 16 officers under the Bihar Administrative Service marks another step in the state’s strategy to streamline administration, empower key departments, and increase efficiency at the grassroots level.
