Bihar Achieves Over 57% Success in Voter Form Collection During Special Revision Campaign, Says ECI

In a major step towards strengthening democratic participation, the Election Commission of India (ECI) announced on Wednesday that over 57% of voter census forms have already been successfully collected across Bihar under the ongoing Special Summary Revision (SSR) and Special Intensive Revision (SIR) campaigns. The campaign, which aims to purify and update the electoral rolls, has witnessed enthusiastic participation from voters and field officials alike.

According to the Election Commission, as of 6 PM on Wednesday, a total of 4,53,89,881 voter forms have been collected from the 7.90 crore registered voters in the state. This accounts for 57.48% of the total forms distributed—an encouraging statistic given that 16 days still remain before the July 25, 2025 deadline.

 Special Intensive Revision (SIR) Sees Robust Response in Bihar

The Special Intensive Revision drive, launched to ensure error-free electoral rolls ahead of upcoming elections, is being implemented through a booth-level network of officials and agents. The ECI revealed that this progress has been possible due to the proactive engagement of voters, support from recognized political parties, and the tireless efforts of over 1.56 lakh Booth Level Agents (BLAs) across the state.

These agents have been instrumental in reaching out to voters door-to-door, assisting in form collection, and ensuring data accuracy—especially in areas with high migration or demographic shifts.

Over 83 Lakh Forms Collected in a Single Day

Highlighting the surge in participation, the Election Commission confirmed that within the last 24 hours alone, over 83,12,804 voter census forms were collected—a staggering 10.52% growth in just one day. Officials say that if this pace continues at the regional and district levels, Bihar could easily surpass the remaining 42.5% target well ahead of the July 25 deadline.

Migrated Voters Get Digital Options for Form Submission

To further simplify the process, the Election Commission of India has extended facilities for migrated voters under Section 20(1A) of the Representation of the People Act, 1950. Such voters can now download pre-filled census forms from the official voter services portal: https://voters.eci.gov.in.

After downloading the form, the voter can print it, sign it, and submit it to their Booth Level Officer (BLO) via:

  • A family member

  • In-person submission

  • Or through online platforms like WhatsApp

This provision ensures that voters who have temporarily shifted their residence are not left out of the updated electoral roll and can still exercise their right to vote in upcoming elections.

98% of Voter Forms Already Distributed

The ECI has also confirmed that in the past 15 days, over 7.90 crore census forms were printed as part of the revision exercise. Out of these, approximately 7.71 crore forms, or 98%, have already been distributed to voters at their respective addresses and polling areas.

This timely distribution is seen as a foundational step in ensuring transparent voter verification, minimizing the chances of duplicate entries, dead voters, or ineligible records, and boosting the integrity of Bihar’s voter base.
