KKN Gurugram Desk | The Uttar Pradesh government has launched a bold and ambitious urban development roadmap worth ₹1.29 lakh crore, aimed at transforming urban areas into clean, modern, safe, and environmentally sustainable living spaces. The Urban Renewal Master Plan 2026–2031, presented before the Central Finance Commission, outlines strategic investments in road infrastructure, drainage systems, water supply, sanitation, and green spaces.

This long-term vision from the Yogi Adityanath-led government seeks to enhance the quality of life in cities across Uttar Pradesh and support the state’s economic growth by building integrated urban infrastructure and promoting environmental sustainability.

Major Focus on Integrated Urban Road Networks

One of the cornerstone elements of this comprehensive development plan is the creation of an integrated road network in urban areas, for which the government has proposed an investment of ₹30,000 crore. This initiative aims to:

  • Improve intra-city mobility

  • Seamlessly connect urban and peri-urban areas

  • Support commercial and residential growth corridors

  • Facilitate smoother traffic movement and reduce congestion

The development of a well-planned urban road system will provide the necessary backbone for economic activity, public transportation, and last-mile connectivity.

₹27,500 Crore for Stormwater Drainage: Tackling Urban Flooding

In a significant move to address the growing challenge of urban flooding and waterlogging, the government has allocated ₹27,500 crore for the stormwater drainage system. This infrastructure will improve rainwater runoff management in flood-prone cities and is expected to bring:

  • Improved resilience during monsoon

  • Reduced damage to property and infrastructure

  • Enhanced public health and hygiene

  • Better urban water conservation

This is being seen as a climate-resilient measure, crucial for future-proofing Uttar Pradesh’s rapidly expanding urban zones.

Clean Cities: ₹15,000 Crore for Sewage & Septage Management

Urban sanitation and public health are also at the center of the roadmap. The government has planned a ₹15,000 crore investment in sewage and septage management, along with an additional ₹5,387 crore for operations and maintenance.

These projects aim to:

  • Enhance waste treatment capacity

  • Prevent untreated sewage from entering rivers and drains

  • Create a healthier urban living environment

  • Reduce the incidence of waterborne diseases

This aligns with the broader goal of achieving Swachh Bharat (Clean India) objectives at the state level.

Drinking Water Supply Gets a Boost

Access to safe drinking water is a fundamental right and a key focus of the urban renewal plan. The state has proposed ₹9,900 crore for the expansion of drinking water supply systems and ₹8,286 crore for their ongoing maintenance. These efforts aim to:

  • Ensure tap water reaches every household in cities

  • Reduce dependency on water tankers and borewells

  • Improve water infrastructure sustainability

  • Support the Jal Jeevan Mission’s urban expansion

Green Cities and Eco-Friendly Crematoriums

In a significant push for environmental sustainability, the government has earmarked ₹1,265 crore for urban greening and horticulture projects. This includes the development of public parks, roadside plantations, vertical gardens, and eco-parks.

To further reduce environmental degradation, ₹990 crore will be invested in setting up electric crematoriums across major cities. These green alternatives to traditional wood-based cremation will:

  • Minimize deforestation

  • Lower air pollution levels

  • Provide hygienic cremation options

  • Modernize urban civic facilities

These efforts are part of the government’s commitment to making Uttar Pradesh a model state for environmental protection.

Air Quality Management in Key Cities

Recognizing the worsening air pollution levels in urban and NCR (National Capital Region) cities, the government has also allocated ₹3,120 crore for air quality management projects in 17 municipal corporations and 3 NCR cities.

This strategic investment will support:

  • Installation of real-time air quality monitoring systems

  • Public awareness campaigns on clean air

  • Sustainable transport and clean energy transitions

  • Regulatory measures to control industrial emissions

The focus on cleaner air directly supports the health and wellbeing of millions of urban residents, especially vulnerable groups like children and the elderly.

A Roadmap Rooted in Vision and Accountability

By laying out this ₹1.29 lakh crore master plan, the Yogi government is aiming to redefine urban living in Uttar Pradesh. The plan addresses both physical infrastructure and environmental challenges with a forward-looking approach that includes:

  • Integrated planning and zoning regulations

  • Inclusive urban governance models

  • Technology-driven service delivery

  • Public-private partnership (PPP) potential for execution

This roadmap is designed not just as a spending plan, but as a transformational framework that will shape the urban landscape of UP for years to come.

Economic Impact:

  • Job creation in construction, maintenance, and public services

  • Growth of real estate and commercial hubs

  • Increased investor confidence in urban UP

  • Better quality of life for urban dwellers

Uttar Pradesh’s Urban Renewal Plan 2026–2031 is more than just a budget—it is a strategic blueprint for sustainable, inclusive, and smart urban development. If successfully implemented, this plan could serve as a national model for other states seeking to balance growth with environmental responsibility.

The focus on infrastructure, sanitation, green living, and technology reflects a mature governance approach, ready to meet the urban challenges of the next decade.
